Job Description
General Summary
Under limited supervision, directs the design, planning and administration of the health and welfare employee benefit programs for the organization, Assists the Vice President with system wide benefits activities. Serves as a consultant to management.
Principal Responsibilities and Tasks

Manages the development, administration and implementation of new and existing benefit programs such as life, health, dental, and prescription insurance, flexible spending accounts, voluntary benefits and COBRA in accordance with plan documents and UMMC/UMMS benefits policies/procedures.
Hires, orients, trains and provides leadership and technical guidance to staff. Develop standards of performance, evaluate performance and make recommendations for personnel actions. Encourages and supports educational, training and processional staff development activities.
Oversees the execution of periodic open enrollments. Resolves complex employee benefit plan issues referred by benefits staff.
Responsible for research and development of new benefits plans or revising existing benefits plans, to include evaluating proposals and recommending vendors and negotiating contracts, in accordance with laws and regulations governing employee benefits.
Designs, develops and implements cost-effective and customer-responsive administration systems for employee benefit plans. Introduces automated solutions that increase productivity.
Responsible for health and welfare budget, ensures that a competitive benefits package is maintained for the organization. Assists the Vice President of Compensation and Benefits in determining the strategic direction the organization’s benefits program.
Ensures benefit plan compliance with federal, state and local statues and regulations. Coordinates annual 5500 filings. Manages vendor audits and required plan audits.
Coordinates and works closely with consultants to promote effectiveness, efficiency, and financial stability for the benefit packages. Interfaces with vendors in the ongoing administration of UMMS benefit plans.
In coordination with the Vice President, selects, trains, and directs the Health and Welfare Benefits staff. Develops job descriptions and standards of performance, evaluates performance, and makes recommendations for personnel actions such as merit increases, promotions, and disciplinary actions. Provides for the continuing development of the Benefits staff.
Provides training to Management and Staff to promote comprehension of the benefits package. Assures that benefits team will deliver consistent and high-quality service to employees.
Interfaces internally with other UMMS departments, as well as UPI and UMMS subsidiaries, in the ongoing administration and the design and direction of UMMS benefit plans.
Oversees the design and implementation of employee benefit communications including: periodic benefits updates, Summary Plan Descriptions, new hire materials, and open enrollment materials.
Develops/updates UMMS health and welfare benefits policy and procedures manual to comply with federal, state, and local laws and regulations and UMMS procedures.
Actively participates in HR performance improvement program
Qualifications
Education & Experience
BS or BA degree in Human Resources Management or related field. Masters degree preferred.
CEB and/or CBP designation preferred.
Eight years of progressively responsible experience in benefits is required. Supervisory experience required.
Knowledge, Skills and Abilities
Prior management experience and demonstrated knowledge of concepts, principles, practices, and procedures related to Human Resources and Benefits administration and relevant state and federal regulations.
Demonstrated effectiveness in new program design, customer service and project management.
Personal computer skills in word processing, spreadsheet software and HRIS are required.
Highly effective written and verbal communication and interpersonal skills are required to work successfully with various levels of administrative and management personnel.
Ability to develop and manage vendor relationships.
Attends and participates in various internal and external educational programs and professional activities to keep abreast of new developments and improve technical expertise in Benefits, the Human Resources field, in general, and various health care-related issues.
